alerts were being sent when the failure had not repeated.
Explanation:
When services on the Phalanx stop,
there is an automatic procedure to
start them again. On repeated failures this system sends an
alert.
This alert was being sent on a second failure, but should have been
sent after four failures occured in less than 15 minutes.
